Tom Bombadil only makes a brief appearance in LOTR, though Tolkien explores him more fully in several other works. He's a very ancient soul and is immune to the powers and corruption of the One Ring. He seems to live a simple life with his wife Goldberry, though he does take the time to aid the hobbits twice along their trip, as well as putting them up for the night in his home.
The figure was designed to have at least articulated wrists, shoulders, neck, elbows, ankles waist and thighs. Accessories planned were a hat, leaf with lillies, autumn leaf covering for head, 2 candles (no holder please), hanging branch, brooch, staff, and a pair of green slippers.
The creative art was done by Roger Robinson and C Yates and is shown below. The final control art, the brooch, hat leaf and wreath concept art were completed by Arnie Swekel and can be seen below and through links to the three thumbnails at the bottom of the page. There was one sculpture done of Tom that was a whole body sculpt but was not used to create an articulated prototype. It was sculpted by ____ and shown at the upper left.
