Boromir was the son of the Steward of Gondor, who was trusted to maintain the kingdom until the true heir of Isildur returned. He was a man of large stature who was trained in war, and took pride in his own abilities. He attended the council of Elrond at Rivendell after a dream drew him there and joined the Fellowship as one of the two men (along with Aragorn).
Much care was taken to ensure that the horn and sword were accurate and that Boromir had a slightly different ethnic look than other races of Middle Earth, rather than having a generic European or English look. A removable helm was planned along with a possible cloth cloak.
Above left is the first concept art for Boromir. Below are the second and final concept drawings.
The early concept art was done by Rich Donnelly and Roger Robinson while the final control art was completed by Arnie Swekel. Below are thumbnails to the final control art for the figure prior to being sculpted.
Boromir in Rivendell:
Sword, scabbard, horn, fur-lined Cloak. Figure to wear the "rich" clothes mentioned in the text including the Silver Collar with the single white gem (possibly as a separate accessory).
Boromir in Moria:
Sword & scabbard, horn, helmet, shield, fur-lined Cloak (not yet received his Lorien Cloak) It's not described, but Boromir could be wearing the black surcoat of Gondor with the White Tree and Stars emblem.
Boromir in Lorien (or at Rauros):
Sword & scabbard, horn, helmet, shield, golden "Leaf" Belt given by Galadriel, gray Elven cloak, styled to match that of the Frodo in Lorien figure and with the same green "leaf" clasp. Consider the addition of a "broken" version of the same Sword.
