Soldiers of Fortune 4-pack:

The Soldiers of Fortune 4-pack featured the four heroes, and the card back showed line-art images of all six Galoob accessories. Interestingly, though, the line-art for the van and the corvette seem to depict 6-inch scale toys, not the 3 3/4-inch versions

The Bad Guys 4-pack:

The packaging with the re-colored Bad Guys also puts the figures in a different order on the packaging; they switch the names to stay with the same characters

The Bad Guys 4-pack features the four villains, each with his own biography. The text on the back reads:
