Mattel Arkham City Nightwing and Harley found...

...at TRU in Frisco, TX. I couldn't discern the case pack-out, but there were a lot more golden age Bats and Catwomans than Nightwings and Harleys. (Just one each of the Arkham figures, which I purchased.) So they're out there. No sign of the Catwoman two-packs.

2 case packouts. one has 4 batman, 2 catwoman, another has 1 each harley, nightwing, 2 each batman, and catwoman

I found one Batman & Catwoman two-pack at TRU, but they were all gray 
I was very disappointed.
