I pointed to the box art (Rock with the tattoo) to a Hasbro rep at Toy Fair and she said Roadblock undergoes training from Snake Eyes and becomes an "Arashikage ninja clan member"

When I asked about how there weren't any Roadblock figures on display with the tattoo; she said she didn't know. It could always been added on later possibly.

That kind of makes sense. Zartan is the President and the rest of the joe team is dead, the survivors need to lay low so they go to hide with Blind Master and meet Jinx. They then all train to infiltrate the Cobra base secretly since they don't have all the big vehicles and manpower they did as Joes.

Thanks Anon...this confirms my worst fears.

I am so totally against this. Roadblock must be going to Dagobah, where one can learn the Force and train in the Way of the Arashikage, in only a few days.
