Somebody refresh my memory about JLU Lex Luthor please

There was a JLU Lex Luthor in a 3 piece suit. I want one for a custom base, and I can't remember how it was released. Was he JLU or STAS? Was he a single or in a 3-pack or what?

Love that figure...Lex was in the Justice League line (before it became JLU), was in a black suit/white shirt/black tie, and had snap on armor to replicate his green battlesuit.
He was available only in a 2-pack w/ Superman, and i think he was the first villain in the line?
